Expanding SolarAPP+ to Support New Construction for Rooftop PV
The latest update to SolarAPP+ introduces a significant change: the platform now allows for the permitting of rooftop photovoltaic (PV) systems on residential structures that have not yet received a certificate of occupancy. This expansion provides greater flexibility for builders and solar installers working on new construction projects.
Key Changes and Requirements:
Applicability to New Construction
Previously, SolarAPP+ was limited to retrofit solar installations on existing homes. With this update, the system can now process permits for rooftop PV installations on newly built residential structures, provided they meet certain criteria.
Permit Approval Process
- This change applies only to systems that are not approved through a Master Plan process and instead require individual solar permits.
- The structure must have a valid address that is searchable in Google Maps.
- SolarAPP+ is working on an improved address validation process to accommodate projects that do not yet have an official address, ensuring a smoother permitting experience.
Energy Code Considerations
- SolarAPP+ does not evaluate compliance with performance-based energy codes.
- If required, the local jurisdiction may assess energy code compliance through an alternate process.
- Most states do not have mandatory energy code requirements for solar installations, meaning this will be a consideration only in specific regions.
Jurisdictional Adoption
- Local jurisdictions must elect to enable new construction permitting through their configuration settings in SolarAPP+.
- By default, new construction will be set to “Not Compatible with SolarAPP+” unless the jurisdiction actively opts in.
- Authorities Having Jurisdiction (AHJs) interested in enabling new construction permitting are encouraged to respond to the newsletter or reach out directly to support@gosolarapp.org for activation.
